Dr. Richard Skinner is President and Vice Chancellor of Royal Roads University in Victoria,
British Columbia, Canada.
A career educator, he served as a faculty member and administrator at Old Dominion University and Lander University, and as president of Clayton College & State University from 1994 to 1999. He led the steering committee that implemented the Georgia Library Learning Online (GALILEO), the state’s web-based library, which ties together all of Georgia’s public libraries.
A member of numerous national, state, and local boards, Skinner has written and spoken widely on topics as diverse as the role of telecommunications in urban and rural community development, teacher preparation, civic morality in contemporary America, telecommuting and teleworking, and the Age of Learning.
